Unlike the Reference and Research Department, the Public Relations Department was more proactive. It reached out to the public through press releases, radio programs, exhibitions, lectures and film distribution. 

The Department was especially effective in providing evidence of the war's impact on civilian populations, with photographs highlighting individuals left homeless due to bombings or otherwise forced to flee because of the war. To highlight the efforts undertaken to help displaced persons and other affected populations, UNIO cooperated with another predecessor organization of the UN, the United Nations Relief and Rehabilitation Administration (UNRRA).
